After the Chicago Police failed to do their job in 1998 accusing two englewood boys age David 7 and Romarr 8 of the rape and murder of 11 yr old Ryan Harris which led to the 2006 conviction of Floyd Durr and a 2005 civil suit filed against the Ciy of Chicago by who settled out of court with for an estimated $11 million.
